The project started with the international competition for planning schemes in 2008, and CCDI won the bid with its “Qianluozhou” scheme and eventually adopted the “Double Happiness Island” after several rounds of modification. Later the project proceeded to the phase of reclaiming land from sea to build the artificial island, and was estimated to complete artificial island building and infrastructure construction in 2014.
